Evaluation of performance incentives in education requires consideration not only of their impact on student achievement, teacher performance, and organizational dynamics, but also of their relative cost-effectiveness. This information is highly valuable at a time when outcomes-based accountability in the education system is concerned with the efficiency of educational policy and practice. NCPI explores the costs and benefits of various teacher salary mechanisms, including the student achievement benefits associated with traditional compensation systems and those with pay-for-performance.
